Cora reported observing for about a minute an old-woman-like figure with black shoulder-length hair, ragged clothing and a hunched posture moving from rooftop to rooftop in the Turn Key housing area. She said her mother also saw the figure and called 911, and identified “Basket Lady” as a local Ute cultural label.
